HSM hosted the exceptional opportunity to hear from two nationally-recognized health policy leaders on health care reform - Dr. Norbert Goldfield and Mr. Chip Kahn. Norbert Goldfield, MD, is medical director for 3M Health Information Systems and a staff physician at Brightwood-Riverview Health Center in Springfield, MA. His work in measuring the value of health care and designing/implementing quality-based, risk-adjusted payment is central to the national debate on health care reform: payment tied to intensity and number of procedures versus the alternative “pay for performance” that emphasizes quality and outcomes. Prior to joining 3M, Dr. Goldfield served as associate national medical director for Cigna Health Plans, Inc. He is editor of The Journal of Ambulatory Care Management, and the author of National Health Reform American Style: Lessons from the Past, A Twentieth Century Journey. Charles N. ("Chip") Kahn III is President of the Federation of American Hospitals, the national advocacy organization for investor-owned hospitals and health systems. Mr. Kahn became the Federation's President in June, 2001. Mr. Kahn is one of the nation's preeminent experts on health policy and Medicare issues, and his leadership on health care issues and in the political arena is well recognized. Since becoming President of the Federation, The Hill newspaper, in March of 2002, selected him as one of the capital's top "rainmakers" for the second consecutive year.
