The primary objectives of the project are to increase family planning use and reduce the spread of STD/HIV infection in selected countries (primarily Francophone) of West and Central Africa. Tulane is prime contractor on the Operations Research component of this project, designed to test alternative strategies for change and to promote the use of operations research as a management tool. The contract supports applied research, integration of O.R. into schools of public health, and other institution building activities in the region. Tulane is also responsible for monitoring the larger program including service delivery, information-education-communication, and training.
