The MEASURE Evaluation Project develops and applies methods for monitoring and evaluating population, health, and HIV/AIDS programs worldwide. The basic philosophy underlying MEASURE Evaluation is that a more coordinated approach to monitoring and evaluation will result in a more cost-effective and efficient health program. To reach this end, MEASURE Evaluation staff provide technical assistance and training to personnel from USAID, its cooperating agencies, ministries of health, and NGOs to build local capacities in monitoring and evaluation. As a complement to the technical assistance component, the research agenda for MEASURE Evaluation focuses on new methodologies for health program assessment, including rapid survey techniques, geographic information systems, and advanced statistical methodologies.
